I am new to using Boinc, (DC, is that ok?) I have started to have tasks that reach the ready to report progress stage, then the task remains there. Is this normal?

Yes, ready to report is perfectly normal and DC (Distributed Computing) is fine.

BOINC won't report completed work to the server until it needs to fetch some more work for the project or a task has been in the ready to report state for 24 hours.
